Took some searching to find a full game log, but GW targets throughout the Browns game:

Q1 Drive 1: 4 targets/3 catches
Q2 Drive 5: 1 target/0 catches
Q3 Drive 6: 1 target/1 catch
Q3 Drive 7: 2 targets/1 catch
Q4 Drive 9: 1 target/0 catches
Q4 Drive 10: 2 targets/2 catches

Posting target shares without context doesn't tell the story. 36% of his total targets and 43% of his catches came on the first drive of the game.

He's not being targeted enough.
