As Alio said, the difference regarding the Yankees is they actually listened when Manfred's office told them to knock it off.
Whereas the Stros and Red Sox doubled down. It's like getting caught with a cheat sheet, having your teacher cut you a break but tell you, hey don't do this again, and rather than actually study, coming up with a more sophisticated way to try and cheat.
