I'd really like to see a developmental league. What would be nice if they did it kind of like Arizona Fall League baseball, where teams can send their players to play in the sport's offseason.
Teams that draft well do so no matter where they pick. Teams that draft poorly do so no matter where they pick I want my team to win games and draft well

2020 launch, no halftime, less commercials. 
Start the season late January - early February. 8 teams, 10 games.
I think it has potential to fill a need. There isn't much for sports. I know this is a huge investment, I don't know exactly how they'll turn a profit but I'll likely tune in. If it's entertaining, I'll stick around.

If they don't make it retarded, maybe they could get some buy in from NFL.  Put teams in bigger cities that don't have NFL teams.  Allow NFL teams to send developmental players and coaches, to mix in with the unemployed guys.

In the timeframe between the Super Bowl and the start of baseball season, it could find success. It'll be a tough road, but who knows, this could be something fun to watch.

To me, this is where they could really find success. Rather than us sitting here for 4 months talking about "Why hasn't Hackenberg been given a chance to get some reps" during the regular season, he could be shipped to the XFL to show off how little he's able to professionally.

I really hope this turns out to be something worthwhile. It'll fill in that gap between the Super Bowl and the start baseball season really well.

I also hope it becomes an outlet for fringe guys to gain valuable in-game experience to make their way to the NFL.
