Because the NFL and the Packers didn't bother enforcing it, but he didn't lie to the NFL about whether or not he had been vaccinated and that's apparently their line for acceptable (also being a star QB).

Please believe I'm not defending or endorsing what Rodgers did. He should face an actual punishment.

It'll be interesting to see what kind of contract he gets on the open market now since he was potentially going to be the top receiver available (depending on what happens with Adams).
