You plan for free agency months in advance. You don't plan for a potential 1st-round offensive lineman becoming a UDFA because he's connected to a murder trial he may have nothing to do with. I'm sure there's recruiting going on, but paying a UDFA hundreds of thousands of dollars is way different than paying a free agent tens of millions of dollars.
There's a big difference between leaving say $5 million guaranteed on the table to sign somewhere as opposed to say $2,000.
