I think you need to really lay out all the stipulations for this thread.

Trying to come up with a prediction that fits whatever criteria you envision is like watching old people freak.

OK.  Just pick something that would surprise people on draft day, but is realistic.  Don't predict something stupid like Jameis Winston not getting drafted at all.  However, not something that is widely predicted by most.

I think the Mariota free-falling to the bottom of the 1st round prediction isn't as far-fetched as you seem to think.

Teams that could reasonably could move up there:  Jets ( I hope not), Rams, Cleveland.  The other teams that could, but would be less likely:  Bears, Saints, Eagles.  The latter teams would be big surprises to move all the way to 2.

I thought about that one.  Certainly possible, but it would almost certainly involve trading Rivers and I can't see that in a million years.  If he were 38 years old and declining, maybe.  I think all the hubub about him wanting to avoid LA will blow over.  His wife and 900 kids are all there.

If the Bears moved up and cut Cutler that would work out pretty freaking well for us.

It's past it.

I suppose a trade and reworked deal is possible...  But he is due 27 million ish fully guaranteed between thus and next year (and another 6+ million not guaranteed)

He's guaranteed for injury already.  $10 million.  He gets another $6 million next March.
