Such a messed up play. But what even happens there if it’s properly flagged? 15 yards? It happened after change of possession, so it’s not like the Raiders get the ball back.

15 yards doesn’t seem harsh enough for something that I’d say is a fairly easy thing for officials to miss. They are focused on the play itself not looking to see if a dude came flying off the sidelines

I'd imagine it would also include an involuntary donation to a charity if the NFL's choosing.
