I love RCV. Wiley/Garcia votes almost enough to overtake Adams before the 124k outstanding votes are counted. Enough Wiley votes in that group could mean that Wiley is the new second place vote getter, which means that current Garcia votes would need to break for Wiley at high numbers for Wiley to have a chance. But any of Adams, Garcia, or Wiley could easily still win - I'd guess Garcia is the favorite right now, followed by Adams then Wiley.
The fact that it will take until possibly mid-July to get those 124k outstanding votes counted is dumb, though. Also why even tabulate RCV when you have so many outstanding votes? NYC BoE sucks, but is very entertaining to watch from the outside.
