It's plausible that the Giants could have gotten a better return on investment if they used the cap space allocated for Barkley since 2018 on other positions. That's the crux of the argument, not that they literally should have not taken a player 2nd overall in 2018.
This argument isn’t position specific though, it’s player specific. If Saquon never got hurt and continued playing like he did as a rookie this argument looks dumb as hell
Conversely you could say the Raiders would have been much better off forfeiting the #1 pick the year they took JaMarcus Russel, because he was trash. He’s a qb of course but his value added was absolutely negative. If they hadn’t picked at all they would have been infinitely better off. Same is true for us with Gholston. But if we had ended up with Chris Long instead we would have been just fine.
In summary their argument is idiotic as it pertains to it being about positions. It’s really a testament to “not freaking up the pick” when you are drafting that high. Pick the wrong guy and you are fucked, pick the right guy and nobody cares about position
