Who besides Petty do you feel would be too risky to expose to waivers to put on the practice squad that is a legitimate candidate?

I'm still fuzzy on the rules, but I believe that a player has to go on waivers 1st in order to be signed to the practice squad.  If they are signed by another team from waivers, that team either has to have them on their 53 man squad or their practice squad at higher pay.  Once the player clears waivers and is on your practice squad, he can sign with any other team (unless you are playing them the next week) but he has to be on their 53 man roster for at least 3 weeks.
depends entirely on how they play this preseason. If they play well, it becomes dangerous to cut them. If they don't play particularly well, it's not an issue to put them on the Practice Squad.

I doubt it.

Rontez Miles will probably get one of those spots and Keon Lyn was already added to the roster.
