It's a big country. Lots of land that wouldn't otherwise be used for anything else. And they pay for the water, so it's not a waste.
Is it true that you are not even allowed to use rain barrels in some areas now? Like, what the freak? How does that make any sense, if true?
Factories use much more water than golf courses. Those courses have been around for decades anyway
So do farms. They also produce a product for consumption. I don't think the comparison of social utility of a factory and a golf course needs to be made.
More and more courses are being bought up by developers to build estates and upper-middle class homes.

This right here, golf has been slowly dying for the last decade. It seems participation is down bigtime and a lot of courses are going under.
